Paul M. Whisenand, Ph.D.

Dr. Paul M. Whisenand is a founding principal of PMW Associates. Since incorporation in 1971, PMW Associates has maintained its commitment to providing government agencies with quality service and support.

The Firm has three service concentrations

Dr. Whisenand holds degrees in Public Administration from the University of Southern California. In addition to his position with PMW Associates, he is a professor emeritus at California State University, Long Beach where he taught criminal justice, specializing in organizational behavior and social research. He has authored and/or co-authored over 14 textbooks and 60 journal articles and is a recognized expert in the leadership of police agencies. As a consultant, Dr. Whisenand’s specialties include the organization and management of police agencies, organizational team building, strategic planning, management audits, executive recruitment, promotional testing and expert testimony in the area of criminal justice.

Marilyn Whisenand

Ms. Whisenand, principal and co-owner of PMW Associates, is an independent consultant providing services to public and private sector clients for the planning and implementation of redevelopment, economic development and housing programs.

A specialist in public/private partnerships, Ms. Whisenand has had over 25 years of experience negotiating and administering development agreements for major real estate, commercial and residential projects. She has served as:

Ms. Whisenand holds a degree in Business Administration from the University of Redlands and a Certificate in Real Estate and holds a California Real Estate Broker’s license.

Awards received for projects completed under the direction of Ms. Whisenand include: the Department of Housing and Urban Development “Certificate of National Recognition” for innovative use of public/private partnership for the Lincoln Park Mesa multi-family residential project in Costa Mesa, California; the American Planning Association “Meritorious Program Award”, the Urban Land Institute “Award of Excellence”, and the Pacific Coast Builders’ Conference “Golden Nugget Award” for the Costa Mesa Courtyards, a mixed-use retail/commercial development in downtown Costa Mesa; and the Urban Land Institute “Award of Excellence” for the Escondido Civic and Cultural Center, a 116 million dollar Civic and Cultural Arts complex located in downtown Escondido, California.

Pat David

Business Manager

Ms David joined PMW Associates as Office Manager in 1999. She formed her own consulting practice in 2002 and now serves as the contract Business Manager for PMW Associates as well as providing administrative support to other public and private clients.

Ms. David has an extensive background in public administration, finance, and public relations, having managed redevelopment programs in the Cities of San Diego, Costa Mesa and San Juan Capistrano. Ms David is also an accredited instructor in the subjects of writing skills and English proficiency. She received her BSBA from the University of Redlands having completed undergraduate work at Marymount University in New York City. Residing in Laguna Niguel, California, Ms. David is the mother of two sons.
