Civilian Management Seminar
POST Certified: Plan III 40 Hours (CPT)
PARTICIPANTS
This expansive seminar is especially designed for all civilian and sworn police personnel who supervise or manage civilian employees.
CONTENTS
The agenda is divided into five, eight-hour modules as follows:
- New Management Practices The first day, in a highly interactive process, the focus is on new and proven management practices such as Learning Organizations and Total Quality Management. The class will identify emergent factors and challenges that influence the role and job of a civilian manager. Team building exercises will be introduced that are applicable for use in all work groups.
- Budget and Finance Administration This class period will concentrate on the basics of budget preparation and administration. Techniques useful to justify program requests will be explained.
- Personnel Law Update This session provides an overview of: The Public Safety Officers’ Procedural Bill of Rights; legal issues associated with IA investigations; discipline and evidentiary hearings; judicial review of IA investigations and disciplinary process; discrimination/harassment complaints; and recent changes in personnel case law.
- The Disciplinary Process Day four covers: the rules and laws of hiring, retention, training, and supervising; related civil litigation regarding defenses and damages; citizen complaints and recourse for false complaints; rights to representation; Skelly Process; and grievance procedures.
- Succession Planning The final day is devoted to succession planning, which includes: job forecasting; replacement planning; human resource needs related to time lost due to leaves, etc.; projection of future budget and training needs; creation of mentoring program; dissemination of succession planning instruments; and future trends in human resource leadership.
